web neutrality debate

The debate about the Internet Neutrality was launched in april 2006 by a text called Communications Opportunity, Promotion, and Enhancement ( COPE), upholded by the big american telecom companies, such as Verizon and AT&T.

Yet I didn't get the point about the internet neutrality, it seems to be a difficult and complex topic, and if someone is able to explain it to me, he's welcome to leave a comment on my blog!!
